Ripple has received final U.S. regulatory approval for its national trust bank, adding a fresh development to the outlook for XRP as Swell 2026 gets underway in New York. The approval strengthens Ripple’s position in regulated financial services, while growing institutional interest and exchange-traded fund (ETF) demand could provide additional momentum for XRP.
The Office of the Comptroller of the Currency (OCC) granted final approval to Ripple National Trust Bank on October 26. The decision follows conditional approval in December 2025 and paves the way for expanded institutional custody services and reserve management for Ripple USD (RLUSD). With Swell week beginning, Ripple enters the event with an important regulatory milestone behind it.
Ripple’s National Trust Bank Approval Strengthens XRP’s Institutional Outlook
The federal trust bank approval represents another step in Ripple’s efforts to bring blockchain technology and traditional financial services closer together. Under the planned structure, the bank will oversee segregated reserves backing RLUSD, serve as collateral trustee for RLUSD holders, and offer fiduciary custody services for digital assets.
RLUSD will continue to be issued by Standard Custody & Trust Company under New York state regulation. The additional federal oversight provides a stronger regulatory framework for Ripple’s stablecoin operations and institutional services. Since launching in December 2024, RLUSD has reportedly grown to a market capitalization of $2.5 billion.
For XRP, the development reinforces Ripple’s broader expansion across payments, digital asset custody, stablecoins, and capital markets. As the company builds out its financial infrastructure, additional institutions could be encouraged to explore its ecosystem, potentially supporting wider XRP Ledger adoption and greater liquidity.
Ripple CEO Brad Garlinghouse has frequently highlighted the importance of connecting cryptocurrency businesses with traditional banking. The latest approval provides that strategy with a stronger regulatory foundation at a time when financial institutions are gathering to discuss the future of digital assets.
XRP ETFs Record $1.8 Billion in Cumulative Inflows Ahead of Swell
U.S. spot XRP exchange-traded funds have accumulated approximately $1.8 billion in net inflows, creating a significant channel for institutional investors seeking exposure to the token. Their combined net assets stood at $1.48 billion.
Recent trading sessions indicate that additional buying remains possible. XRP ETFs attracted $4.3 million in net inflows between October 19 and October 23, including $3.5 million on October 22. No net creations or redemptions were recorded during the October 23 session.
The cumulative inflow figure highlights the growing role of regulated investment products in XRP’s institutional adoption. ETFs allow investors to gain exposure to the token without directly managing cryptocurrency wallets or conducting on-chain transactions, offering traditional market participants another route into the asset.
Ripple Swell 2026 could provide another catalyst for investor interest. The annual conference runs from October 27 to October 29 in New York, bringing together Swell, the XRP Ledger developer conference Apex, and the University Blockchain Research Initiative gathering.
Ripple expects the event to attract more than 1,500 attendees, featuring over 100 speakers and more than 80 sessions. Discussions will cover capital markets, settlement infrastructure, tokenization, stablecoins, crypto ETFs, and practical applications for XRP.
The speaker lineup includes Ripple executives alongside representatives from major financial institutions and market infrastructure companies. Any announcements involving institutional payments, custody services, tokenization, or new XRP-related investment products could strengthen confidence in Ripple’s ecosystem and encourage further capital inflows.
Could XRP Reach $15? Analysts Outline a Bullish Scenario
Technical analyst Javon Marks has identified a potential XRP price target of $15, drawing parallels between the token’s current chart structure and its major breakout in 2017.
In July 2026, Marks referenced XRP’s historical rally of approximately 2,872% during that earlier breakout. By applying a similar percentage gain to XRP’s November 2024 breakout level near $0.50, he arrived at a potential target of $15.
The projection represents a bullish scenario that would require XRP to enter another powerful price-discovery phase. Renewed ETF inflows, greater institutional participation, and significant announcements from Ripple could help strengthen the market narrative supporting such an advance, although none guarantees that the target will be reached.
Marks is not the only analyst anticipating substantial upside. Chad Steingraber previously suggested that XRP could rise from $2 to $10 in less than a year, pointing to ETF demand and the possibility of accelerated price discovery as potential drivers.
Ripple Swell provides an opportunity for the company to introduce developments that could reinforce these optimistic expectations. New banking partnerships, broader RLUSD adoption, or additional institutional infrastructure built around the XRP Ledger could strengthen the token’s longer-term investment narrative.
Ripple’s final national trust bank approval marks a significant regulatory milestone as the company expands its presence in U.S. financial services. With Swell 2026 underway and XRP ETFs having accumulated approximately $1.8 billion in net inflows, investors will be watching closely for announcements that could influence institutional demand and the token’s next price move.
However, the $15 XRP target remains speculative. The approval, ETF flows, and conference announcements may influence sentiment, but XRP’s future price will also depend on broader market conditions, actual adoption, and sustained buying pressure.
