Ethereum is preparing to change a long-standing assumption around transaction fees: sending ETH to a newly created address will cost more than transferring funds to an address that already exists. This means wallets and other software relying on a fixed fee could calculate the wrong amount.
The Ethereum Foundation has warned wallet providers, blockchain analytics platforms and gas-fee calculators to review software that assumes a standard ETH transfer always requires 21,000 gas units. Gas measures the computational work required to process transactions on Ethereum, with users paying for that work in ETH.
At present, the 21,000-gas figure applies regardless of whether the recipient has previously interacted with the network. That will change with Ethereum’s upcoming Glamsterdam upgrade. Transfers to existing accounts will continue to require 21,000 gas, while sending ETH to an address that has never existed on Ethereum will require additional gas because the network must create and permanently store a new account record.
The proposed additional cost is 183,600 units under a new category known as state gas.
Why the 21,000-Gas Assumption Matters
For years, developers have built software around 21,000 gas as the standard cost of a basic ETH transfer. Wallets use the figure to determine how much gas to include with transactions, while blockchain services rely on it for transaction processing and classification.
Once Glamsterdam takes effect, software that treats 21,000 as both the minimum and maximum cost of an ETH transfer could run into problems. It could either reject legitimate transactions or provide users with fee estimates that are too low.
The change reflects the different amount of work required for the two types of transfers. Sending ETH to an existing account simply updates balances that Ethereum already maintains. Sending funds to a completely new address, however, requires the network to create and store a new account entry.
Although these operations involve different workloads, Ethereum has historically charged the same amount for both.
Developers Have Time to Prepare
Developers still have an opportunity to identify and fix compatibility issues before the change reaches Ethereum’s main network.
Glamsterdam is scheduled to activate first on Platåberget, an Ethereum test environment where developers can experiment using tokens with no real-world value. The upgrade will subsequently reach the Sepolia and Hoodi testnets before eventually being deployed on Ethereum’s mainnet.
Regular ETH users do not need to make any changes immediately. The warning is primarily directed at wallet providers, blockchain services, fee calculators and other software developers whose products handle Ethereum transactions.
